Safari and Mail not running? MBP late 2011 13"

Just this morning Safari and Mail wont work. I open safari, its active in activity monitor, but the window just doesnt pop up. Same goes for Mail. Even though I try to quit the app (CMD + Q) they wont go inactive. The only way I get them to go inactive is via Force Quit.
Ive tried rebooting. What should I do?
