3G turns on randomly (5.1)

i was happy to see the turn off 3g toggle return on the iphone 4S but i noticed that even though i turned 3g off, when i switched the phone off it would re-enable on its own when i turned it back on. I thought ok at least i have the option to turn it off even when i restart it.

But a few minutes ago i noticed the 3G indicator and was shocked to see the 3G enabled even though the phone was not rebooted.

So i guess 3G turns on whenever it wants now?
 
Ditto! God knows what Apple did with this, when I turn the toggle off, leave Wi-Fi range and come back, 3G is automatically turned on again. It's not funny!
 
I'm in Ghana and tested the iPhone 4S with four different carriers and still have the problem described above

I get the toggle just that 3G keeps turning back on automatically
