Is it even possible? I've used google to find the gif images but they won't even play.

No, it will display only the first frame of the gif.

Could you not open the GIF in Safari, turn the animation into a Dashboard widget and then re-locate the widget onto your desktop?

Jailbreak your iPhone and install vWallpaper or BossPaper from Cydia.
