They play at more like 480p on the iPad through YouTube, the YouTube app really should be updated to play HD 1080p on the new iPad.
 
As well as the problems with YouTube, the article also seems to be confused about what the resolution numbers mean. 2048p implies video that is 2048 pixels in height. That's not going to fit on even the new iPad's display and would be close to the cinema 4K video standard.

In theory the new iPad's screen could display 2K video (i.e. video 2048 pixels wide). You can download a 2048x872 version of the Sintel short film that the article mentions here:-

Unfortunately I couldn't get my iPad to play back the movie in either the built-in Movie app or GoodReader app. I could play it in OPlayer but it was pretty jerky and low quality. However this isn't that surprising because Apple only promise h.264 decoding up to 1080p.
