So i own the 2011 baseline 21.5" iMac and have never changed anything in it. however I have heard that you can max this specific model out at 16 gigs of ram (despite apple advertising 8 on there website)

is this true? if so do I need two 8 gig chips? or can I use four 4 gig chips? (not sure how many slots it has)

(btw I would be buying it from OWC if that changes anything)

A simple google query "imac 2011 ram" gives you Apple support pages which answer all and more of your questions as the first link.

A short TLDR: there are 4 slots, you can use 4x4GB, and no, buying RAM from OWC does not change anything at all.
