I can't do it, is there a app, or software that will clean out any passwords and such?? I need to give it a good scrub down and take off any information of mine..

No.

Which OS X version do you have?

You need to do a 7pass format with Disk Utility when you boot off the OS disc. If you have Lion, you can just boot off from the Recovery partition by holding down option.

There's no such thing as a "clean install" anymore.

You should reformat the disk with Disk Utility (the secure erase option; 7pass means it overwrites the existing data and erases it so that your stuff is very unrecoverable; be aware it takes a while). Then reinstall the system software.

Again, what system? do you have the disks?
