Why Installed App Not Listed in Notifications

Installed App listed in 'settings-> Apps' but not listed in 'Settings-> Notifications -> Not in Notification Center.'

iPAD 2 iOS 5.1

i have searched with no luck on this problem i have which makes me think this is a novice question.

Why? :confused:
 
Not all apps get listed in "Not in Notification Center," only ones that make use of the notification feature.
