Is target the best place to buy the new ipad ?

Assuming your going to buy it at a retail store and not online and its the same price everywhere

They have a 45 day return policy

Apple store is too far away

I have the usual suspects

Bestbuy
Radioshack
Walmart
Target
 
Best buy is 45 day if you're a reward zone silver member. Plus you get points. On the plus side, Target has the 5% discount if you use their credit card. That discount can be canceled out though by tax depending on where your are.

If you want to go for price, Target retail is good or BHPhotoVideo online to avoid tax.
