Folder Icon Auto Arrange

I just installed Mac OSX Lion 10.7.4. On Finders the icons do not auto arrange themselves. I want something like this

Instead most of my folders look like this, the folders do not auto arrange or arrange themselves in a grid.

I searched all the forums and they all say to go to Finder>View>Arrange By. But it does not apply to all the folders. I need to do it individually, is there a easier way.

The icon view will not auto arrange. You can right-click and arrange by different criteria, or "clean up" to align the icons.
 
That can't be right, I never had to do this when I had Leopard or Snow Leopard.

It's true. You can auto arrange a folder in icon view, but when you move to another folder, the arrangement can be different. If you return to a previously-arranged folder, it will appear as you last arranged it, but it will not remember an arrangement selection across folders. This is true on Leopard and Snow Leopard, as well.
