Apple ID woes

Hello, I am trying to setup an Apple ID for my daughter (who is 13). I go through the form and fill everything out, I get to the end and click on create, and I get an error message saying her email address is already associated with an existing Apple ID.

So I go to the "Find your Apple ID" page and enter her details, and get the "No Apple ID found".

Am I losing it, or am I missing something here, and going around in circles?
