iPhone 4 got 4.0 than 5.0 and now 6.0...BUT when the next iPhone comes out than the iPhone 4 will become free and it will be supported until 7.0
look at the 3GS...it came with 3.0 and it will be have 6.0
So 3 big updates to the phones. iPhone 4 will be the free one
iPhone 4S will be the $100.
Reason: It's still on sale

Basically their is no reason. It will be changed when Apple decides they make more money by dropping support for older models.
 
Apple supports older devices for the sake of the ecosystem, uniform development, and app sales.

As soon as an older device becomes a hindrance to any of the aforementioned, and is no longer economically viable, it will get dropped.
