iPhone 4 acting like its docked

My iPhone 4 is acting like it is docked. Basically it only rings for a call and will play a recorded note. The message tone, YouTube, iTunes, etc will notable any noise through the built in speakers. I've tried restoring a few times. I've docked it and taken it off dock. Nothing I've tried has worked. Any help?!? Thanks.
 
No ideas?? It's extremely annoying that I can't play music or videos without having to hook it up to external speakers.
 
Well it happened while changing settings when it was Jailbroken. No water damage. Any way to fix it?
