my unlocked 3gs

My iphone: 3gs 32gb
current firmware: 5.1.1 (B206)
current Baseband: 05.13.04

I am a newbee. Can anyone help me this issue?

After I used redsn0w_win_0.9.14b and iphone2,1_5.1.1_9 B206_Restore to downgrade my baseband down to 05.13.04, I then inserted my Tmobile SIM card, but my iphone always appeared NO SERVICE. I tried reinstall redsn0wan reboot jailbreak 3 times already, but it is still NO SERVICE. So this redsn0w version doesn't work for my iphone. Do i have to use defferent version?

In order to unlock my iphone from ATT to Tmobile, I tried reinstall redsn0w and jailbreak for 3 times. But it is still locked by ATT, there is no service for Tmobile.
I tried to different SIM card, but no luck.
