iTunes Smart playlist not working as expected

I was wondering if I'm doing this right or if there's a work-around that I'm not seeing.

I have match setup and my iPhone is setup to see all my iCloud songs.

I have a smart playlist that we'll call "Locally Stored"
It has the qualifier of: Location -> is -> on this computer
Now this works great... on the computer, but not on the iPhone. I the phone I see ALL my songs, not just local songs

I have tried another variation like - location is not icloud still the same on the iPhone.

So my question is how can I see only what is locally available on the iPhone via smart playlist?
