iPhone unsubsidized preorders

My line on AT&T won't be eligible for an upgrade (early or full), so I was looking to just pay full price for the new iphone. In the past were people able to preorder an unsubsidized iphone for launch day, online through apple?
 
I think for the 4s, the unlocked version became available like a month or two after the carriers got it. But you could walk into an at&t store and buy one at full cost, which will get unlocked as soon as you sync with iTunes. If I remember last year, a full priced iphone 4s from at&t was slightly cheaper than a sim-free version, and both came unlocked.
