How to pre-order iPhone on contract?

Hey guys, I know that you can sign up for a new contract during preorder, but how do you buy the phone for full retail on contract during presale? I think I've looked online in the past and didn't see an option to buy the phone outright, only to sign up for a new 2 year agreement.

I just want to go into this process knowing what is going on, as I've never pre-ordered a phone before release in the past.

It would be incredibly dumb not to let people buy the phone outright during presale.
