Is this a genuine Apple iPhone 5 Bumper?

At http://www.apple.com/ios/siri/ about half way down the page, there is an image of a white iPhone 5 with a thin blue bumper around it. I've attached a screen shot.

Is this a 3rd party case, or something Apple decided to not release?

Yes genuine apple. It will cost you $19.99 extra for the case and it is invisible. Built right into the metal ;). Apple making another billion like clock work
