Whenever my phone rings the Podcasts app starts playing the last podcast I was listening to.
 
If you listen to an entire podcast then just quit the app, the app is technically still playing, just at the end of the track. After the phone call ends, the podcast app starts playing again, and somehow that resets to the beginning of the track. Solution is to hit pause before leaving the app until they fix the bug.

That's not been my experience. It happens to me while the current podcast is paused (and usually has been for some time - e.g. hours).

It happens after phone calls (but not all), snoozing the alarm or changing ringtones.
I switched back to Downcast a couple of days ago and have not seen the issue since, so I believe it is unique to the Podcast app.
