OK first off, forgive me as I am posting this for my wife, who is at work.

Her iPhone will not go to sleep after periods of inactivity. I typically put my to sleep with the sleep/wake button, but she's new to the iPhone and just wants it to go to sleep after a minute of two of not using it.

Auto lock is set at 1 minute. Auto brightness is on. I can't seem to think I what else it could be. My phone does it after what seems like no time.

Any suggestions? Her battery life has been awful as a result of the screen always being on.

it could be an app. I know my Dad has one for work and whatever app they have to have running keeps his phone awake at all times.

Same problem – this thing exactly solved the trouble: I used assistive touch to decrease loads on home button when had to switch between apps a lot. As soon as I turn it on - the phone won't go to sleep ever even when I turn it off. Thank you! After soft reset the phone works normally unless you turn assistive on again, so I won't.
