Why are the photos on the iphone 5 not optimized for the larger screen size? They still have the black on top and bottom. Shouldn't the photo fill up the entire screen?

No. Because then people would complain that when viewing photos on other screens, there are black bars there instead. Plus, if on occasion you might want to print one and put it in a frame, 16x9 frames are harder to find.
