My line doesn't qualify for any discount but I can reserve it for 649+ tax.. But I also notice that apple order page shows that ATT will apply one time upgrade fee. I know that I might able to get it waive later but why they still change it...
 
No. Att does not charge an "upgrade" price for full price purchases.

Even their bean counters aren't that stupid to try to tack on those bogus $36 charges. We all know upgrade charges are pretty much bogus to began with. But att and their lawyers know they do no have a leg to stand on legally by trying to impose an upgrade fee on a full price purchase.

Doesn't matter what the screen shot says. There is no upgrade fee if full price purchase.

If its on ur bill than call CS and they will take it off.

Just remember what's on the screen is an estimate and not the true billing price.
