iPhone 5 apps on iPad mini?

All speculation at this point, but suppose the iPad Mini ships with the expected iPad 2-esque resolution, it will have less resolution vertically than the new iPhone. So would this suggest that it will display the iPhone 4/4S version of iPhone apps? Or do you think it will it revert to non-retina graphics?
 
Actually it'll display the 3GS versions of apps. Remember it has to show at both original size and 2x size.
