Does anyone know which one would have better graphics performance - 2012/13 Ivy Bridge i7 Core 13" rMBP or a late 2013 Haswell i5 Core 13" rMBP? I'm wondering if the i7 in the 2012/13 13" rMBP matches or even surpasses the Iris Graphics in the 2013.

The late 2013 model will have the better iGPU. The mod 2013 (Ivy Bridge) rMBP is using Intel HD4000 for the GPU, whereas the late 2013 is using the Iris Pro 5100. The following chart compares the HD 4000, Iris 5100, and Iris 5200 parts:

The Ivy Bridge systems are still stuck on the Intel HD 4000. Even the 2.4GHz i5 with Iris 5100 will far outperform the HD 4000 in a 3GHz Ivy Bridge i7, because the Iris has more EUs and supports OpenCL far better.
