Does the iPad Air Use Retina iPhone App Assets For iPhone Apps?

I'm testing this using the Fight Night Boxing iPhone game, from EA, which is retina on my iPhone 5s, but distinctly low-res on my iPad Air.
The same game was hi-res on my older iPad Mini(which I sold).
 
iPad Mini is 1024 x 768.
iPhone is 1136 x 640.

The game looks "high-res" on the non retina iPad Mini because the resolution is similar with the one on the iPhone, but an iPad Air is 2048 x 1536, which is pretty far away from 1136 x 640. Thats why it looks pixelated or low-res.
