Snapseed doesn't have resizing options. IIRC.
Photogene will work. Maybe iPhoto.
Resized RAW is no longer RAW. Its going to resize into JPEG, which looses a ton of sensor data. Thats by definition...
For some reason I thought it saved it in a compressed format that you can share to facebook etc. Maybe it compresses it when you do share?
That's probably true in most apps. Generally either your camera or an app would generate a jpg, which is a compressed image file, so that you can work on it and do things with it. Sort of like developing a negative into a print. It's often done before you even see it in the app you're working with, so then when you send it somewhere you're really sending a jpg, not the RAW itself, or even a copy of the RAW.
