Can an iPhone 5 be unlocked only to uk networks, or if an iPhone is factory unlocked it will be unlocked to any network on GSM ?

A factory unlocked phone can be used world wide. Thats why loads of people import from the UK during launch as Apple sells them all sim free factory unlocked here.
 
I agree with the answer and that is why an iPhone is normally unlocked anyway be it overseas or the states and to any carrier and if you off contract or paid full price, With the correct SIM it can be used wherever you want to use it.
