Hello! I have managed to leave my ipad mini on a train and don't feel like I will see it again. :( There was no wifi on the train, so it wasn't enabled at the time I lost it but the ipad should be able to pick up wifi if it is moved to a wifi zone. The ipad is password protected.

I have linked it to my icloud and my phone to my icloud. Will I be able to recover my pictures on my iphone from my ipad? I don't have my phone with me now, so cannot check so thought I'd ask here as I won't be able to get my phone for over a week.

I don't know (or think) I had turned on Photosharing (or have Dropbox or anything similar).

Unfortunately, no. If the photos were not uploaded to Photostream or Dropbox and there's no Wifi connection, there isn't anything you can do. Only hope would be to contact the company that runs the train, ask for lost and found, and see if anyone turned in the iPad.
