iPhone 5 Slow Data Speeds

Over the past week my iPhones data speeds have dropped dramatically on anything non wifi. Both 4g and lte speeds test about the same and I've run the tests in multiple locations with varying levels of reception.

I've already tried restoring my phone in iTunes and have also ejected the sim and reseated it. Lastly, I've tried toggling data on and off in settings and have toggled between 4g/lte.

Here's a screenshot of the results I've been getting for the past week. Remember the results have been about the same regardless of signal strength and location.

Guess that's possible. It appears I've used 9gb with 2 days left on my billing cycle. Gonna call att to see if they're throttling me.
