Most cost effective source for data while traveling?

I have an iPhone 5 that is on a AT&T shared family plan – being on the shared plan makes my cell phone usage very cheap- only $25 a month.

I would like to be able to use data occasionally to get work done on my laptop while traveling, but our shared AT&T plan keeps running out of data.

What's the most cost effective source for data that I could tether to my laptop? The AT&T LTE network has good coverage for where I travel frequently (between Utah and Idaho).

I see. Would I be able to access 3G for free if I jailbroke the phone?

If I jailbreak the phone can I access free LTE and tether with my laptop?

So let me get this straight. You have an old iPhone that isn't on a plan at all, so inactivated and you want to jailbreak it to access LTE for free (without activation or paying) and you want to tether this free data to your laptop.

So putting aside the fact iPhone 4 can't access LTE, you want free 3G.

Connecting to a network and not paying actually has a word, STEALING.

And you also want to tether your laptop to the phone you are stealing data using, to steal more data.

So no. Don't STEAL this is actually illegal and the mods should lock this thread the same way they lock the UDID iOS 8 upgrade threads.
 
If you live in an area with good coverage, I would suggest switching to T-Mobile. You'd get unlimited data, so you wouldn't have to worry about going over. They also pay off your ETFs.

Jail Breaking has nothing to do with cell service. Cell service is between you and the phone company. The phone company would need to provide you with a SIM card with free and unlimited, unrestricted access to their network.
