does ios 8 still degrade the quality of wallpapers?

in ios 7, no matter how high in terms of wallpaper resolution you go (considering perspective zoom, etc.) it would always kind of save some sort of lower resolution/quality image to be used as a wallpaper, probably because of performance concerns. in ios 7, you basically cannot have 1:1 pixel wallpapers, even if you use 2880 vertical resolution wallpapers. is this any different in ios 8?

Does ios8 allow you to use an image as a wallpaper without forcing a zoom? Right now, I have a number of images I would like to use as my ipad wallpaper, but it forces the image to be zoomed, and, as a result, just looks bad.

it zooms but only so the screen doesn't have black bars, I used yosemite default wallpaper on my 5C and it looks awesome
