Is it true that the apps on the air crash more often than the retina mini? I don't have an ipad air but my r mini crashed just a few times on ios 7.0.x. I hear that because of that slight increase in the CPU on the air makes app crash more often.

Actually, no. The CPU for the Retina Mini is clocked at the exact same rate as the iPhone 5S; 1.29GHz. The iPad Air is clocked at 1.39GHz. There is generally no difference in performance because of this though. I am pretty sure geekbench shows the exact clock rate like that, so that's how you can see it for yourself.
