What happens if you,,,

buy the ATT contract version iphone 6.

Flew to other country but never comeback to US or come back years later because you are a foreigner.

Unlock your iphone 6 using companies such as unlock fusion.

Then you just use the unlocked version in other country without paying the full price of the phone (presumably same as contract free t-mobile version)?
 
Not gonna work: they check your credit history in the US. If you have none, they will require a security deposit, which is refunded only after a year if your account with the carrier is in good standing. In 2009 it was $500. I guess, it's still the same amount, so plus the downpayment that you usually pay makes it a full price of unlocked device.

yeah that works with the newer users but what if he is already using the AT&T without the deposit somehow even though he does not have any credit history or SSN?

Most likely you're talking about their pre-paid plan. It's different, doesn't require any SSN or credit check.
If you wanna purchase the phone with a contract, it's the first thing they're gonna do: check the credit history.
