Many users have recommended setting up new iPhone as new. My only question is can we still set up as new but transfer contacts and texts? Or do I have to do a full restore?

I think you mean a restore from backup, vs a restore (to as-new settings and iOS).

If I get where you're going, anything stored in iCloud will end up on your phone, without a restore from backup.

Also, if all your contacts are in Google, they will end up on your phone after setting up your Google account.
