iPad Air 2 Backlight Pulsing/Diming

My Air 2 backlight pulses/dims when I open Safari to the favorites page. This happens no matter what the brightness is set to. Does anyone else notice this?

Here's a video I took that shows it. I knows it's not very good but it gives you an idea of what I'm seeing.

 
It's a bug in iOS 8. Everyone's iPad Air 2 does it. It's nothing to do with the favorites page. It does it every time you open Safari, either previously minimized or otherwise.
 
That's all I wanted to know. I couldn't find any reference to it searching around, so I just wanted to make sure. Thank you
 
It's subtle till you notice it, then you see it every time. I apologize in advance to those who hadn't noticed it yet
