iPhone 5s capacity size reporting

My wife just got a new iPhone5s, it was a 16Gb one, but it only reported 13Gb on the phone, and iTunes reports the capacity as 12.1Gb.

I know the OS will take 'some' space, but 4Gb OS for a phone is taking the p*ss. Windows7 is a similar size!

Added to that we now have the magical "other" space using up 1.7Gb, so it has 10.5Gb, 2 days old and 2 small apps installed on it.

What gives with the mis-reported capacity on the phone and iTunes for IOS8.1.1?

I have never been able to figure that out. I don't know if iTunes is reporting bawd on GB=1000 or 1024 or if it doesn't count right.

If you are not on 8.1.1 though it is worth upgrading.

A phone marketed as 16GB actually only has 15.6GB of storage simply due to them marketing 16GB as 16,000,000,000 bytes. The OS does take up quite a bit of space as well. I'm not sure what the "other" is, possible cached data?

That's always been the case, same as hard drives. If it said 15.6Gb on the phone and iTunes then I'd be happy. That doesn't explain what's going on with the reported memory.

"other" is not the problem, it's the basic memory size that's the problem.That is, a 16Gb iPhone show the memory as 13Gb, and iTunes shows it at 12.1Gb before and apps are put on. It was a new phone.

Full installation of 64bit windows 7 takes about 20GB
 
I'm surprised there's no proper answer, even searching on the net. I will need to go ask apple.
