iCloud deletes or not

can anyone tell me with iCloud if I delete documents, files, photos etc on my device are they actually deleted in my iCloud account in space or wherever it is?
I read somewhere that in the cloud they are not deleted and it holds everything. Is this correct and if so how do you get into your account and fully delete unwanted items?

it deletes them from everywhere. If you take a photo on your phone and delete it, it will remove it from your icloud library as well. Makes we wonder why I would want to buy their storage plans if I am always subject to the space on my phone/ipad.
