With Photos now I have two 17GB files in my pictures folder.

One called "iPhoto Library" and one "Photos Library". They are the same thing right?

Since iPhoto is gone can I just delete the "iPhoto Library" file without any worries?

Does Photos work the same that if I just backup the "Photos Library" file to an external hdd I can reload that file at anytime on a new mac?
 
If your iPhoto Library has completely carried over to Photos, you can delete the iPhoto library without ill effect. "Photos" only stores photos in the "Photos Library".

And the Photos Library backs up in the same manner as the iPhoto library.
