I used a software cloning application SuperDuper to clone a HDD to a SSD and it failed twice. Can i clone using Time Machine, and if it completes will the results be faulty or lacking features. I am using their free download.

If you just want to get your data from the HDD to the SSD, yes, TM can do that just fine. Just do a full backup then install the SSD and option key boot to the TM disk. That will give you a recovery screen where you can use Disk Utility to format the SSD then click restore to move everything from the TM drive to the new SSD.
 
If you want to make a bootable clone, I also recommend Carbon Copy Cloner. Unlike SuperDuper, it also clones the OS X Recovery partition.
