Download smcfancontrol set the fan level while in OS X reboot into windows ( not shut down ) and the fans will remain at the rpm you set them to.This is the only app that im aware of that can do this

A aaronw1986 macrumors 68030 Oct 31, 2006 2,622 10 Mar 23, 2008 #4 Use smcfancontrol, set the RPM. Then restart into Vista, the settings will stay.
