Is there a way to loop an automator workflow after a certain period of time passes?ie take a picture every 8 seconds

Yes, Just include a "Pause" action after the screenshot or take picture step and then place the "loop" action.
For "Pause", set the Pause time to the number of seconds you'd like it to wait before you take a picture again.
So the workflow would be
Take Screen shot
Pause
Loop
