Every time I use Safari I end up having like 9 windows open. =(

I know I can Apple + Click, but is there any way I can simply click on a link and have it open in a new tab??

this is for safari 3.1, forces new windows to open in tabs.
 
Try SafariStand like was first suggested. It's a plugin for Safari that adds some functionality, like automatically restoring your previous session, and allowing you to automatically open linked pages in new tabs. I have mine set to do that.
