How can I turn multiple (15-20) .VOB files into one compressed .AVI or .MP4 (preferable) file?
 
In a word, VisualHub. Drag all your .VOB files in, choose the output format you want and tick the box that says 'stitch together'. You'll get 1 video out (avi, mp4, mpg, etc, whichever you want)
 
What about IFO files; do I add them to the visual hub list or do I just copy the VOB files?
 
And the DVD will run cleanly?

Also, will I have any trouble taking one AVI file and compressing it down more with visualhub? And if there are two AVI files that split up a video, can I put them together and compress?

I'd like to move all my AVIs to MP4s. Will that be a problem with visualhub - before I pay them...?

There's a free trial. Just download it and see if you are happy to pay the developer. Personally, I don't think you'll find better.
