Customize 1.21 not working in 1.1.3

I just had upgraded my iPhone OOTB 1.1.2 to 1.1.3 and everything works just so sweet except the customize 1.21 is not working.... I can get in there to browse everything and just when I make changes such as Manual Icon Reorder.... it doesn't reflect.... look at the image below.

The Dock is not suppose to be empty but it did show EMPTY! Can anyone enlighten me? Thanks
