Library folder permissions/security?

Hey, I'm wondering whether or not it would be beneficial to change the file permissions on the /Library folder and its contents to:

system: Read & Write
admin: Read-only
everyone: Read-only

In theory, this would provide better security, since modifying all users' /Library folder would require administrative rights (one would have to type the password to modify anything), correct?

If I am correct, and if this is a good idea: is there any way to get Onyx's or Disk Utility's permission corrector to skip over the /Library folder?

I have actually changed the permissions on my /Library folder just to see what would happen. Consequently, Time Machine went out and backed up 1.4GB of stuff. I didn't notice it at first, but I noticed it was backing up 1.4GB (apparently the second time) when I used Onyx to verify and fix file permissions.

Any advice is appreciated.

I am not a permissions expert, but making admins read-only on the /Library folder sounds like a good way to break something. As it is I believe that folder is read-only for normal users already.

The default permissions allow an admin account to access /Library. Don't most users work on "admin accounts?" Mine is.
