iTunes Window sticking to mouse

Sometimes when iTunes is in a mini window or whatever its called; then I click to another app like safari and go back to iTunes by clicking on the icon in the dock the window seems to be locked to my pointer when I try to maximize it. If i try to skip a track it skips two songs ahead instead of one. It has happened for as long as I can remember. maybe even in Tiger.
