Buying refurbished in another country?

I live in canada near the border. Would there be any way to get an apple store in the states to get in a refurbished model for me to pickup or is the only way to get refurbished online.

Also, anyone know how much sales tax is in buffalo :p

The city and state sales tax in Buffalo add up to 8.25%. However, I think the only way to get a refurb these days is on-line.
