btw the picture could be taken by anything but perhaps its omnigraffle that has been used to add the annotations?
if your friend has more of these pictures for the most common applications/windows in Leopard it would be nice to see them

If you have the original file you can get clues as to what made it as some programs leave bits of info in the meta data. To read it open Terminal in your utitlites folder and type
mdls
then drag and drop the file on the terminal window
to create something like
mdls /Users/username/Desktop/304725_01.png
Then press enter.

Probably Grab. It is in /Applications/Utilities by default and then edited in an image editor I would imagine.
ROFL dang beat me to it. I saw that pic and the post and couldn't believe no one recognized it.
More than likely it's a simple screen grab with another image editing tool to put the bubbles in it to point out the features of the finder window.
this was featured somewhere, maybe tuaw, its an app for creating screencasts etc, cant remember name
