Install new drive - use Time Machine to restore

Is it possible to use Time Machine to restore everything onto a newly installed hard drive on a MacBook.

What would be the steps?
 
Yes, it is. You would boot off the Leopard DVD (or the System Restore DVD if your computer came pre-installed with Leopard) with your Time Machine drive connected, and during setup you'll have the option to restore from a Time Machine backup. Either that or it's a menu item, I haven't done it myself, but I'm pretty confident it prompts you.
 
I had my Time Machine Disk plugged in and was not prompted with this option. I am just going to install OS X and do it manually once it is installed.

Yes, its one of the advertised features of time machine as part of the migration assistant/setup wizard
