OS 10.4 - Change default profile settings?

Hey All, how do you modify the default user settings on a Mac? In Windows, you just choose whatever settings and then copy that users profile to the default user. Google fails.

Some default settings are in the folder '/System/Library/User Template'.

Others arise because programs have their own default settings that are
used if no setting exists in a file enclosed in the abovementioned folder.
