Safari, some pages reaload when you select them?

If i have a bunch of windows open in safari and I'm clicking on multiple ones sometimes the window will refresh while other times it won't. What's the rules on this?
 
I think its limited by the ram on the ipad. If it runs out of memory because you have too many web pages open, it will be forced to reload them when you click on them.

I usually can have 2-3 open no problem, but if I get around 4 or above it seems to want to reload then. It also depends on what websites you have open, simple ones or very complex ones.
